Work plans are where CDM turns an approved rehabilitation scope into line items, bids, inspections, contractor payments, and completion tracking.

For a Rehab Specialist, the work plan is the operating record for what work is being done, who is responsible for it, how much it is expected to cost, what has been bid or awarded, and what still needs to happen before the project can close.
